A secondary suite is a separate living space within a main home that has its own kitchen, living area, and a separate entrance. You need a building permit to build a new suite or to legalize one that was built without approval.
Why Have a Secondary Suite?
A secondary suite can:
- Help with mortgage costs
- Keep family members close
- Provide more rental housing in the community
Oak Bay’s Secondary Suite Program
After community consultations and studies, Oak Bay created a Secondary Suite Program to regulate both new and existing suites. The program aims to:
- Be flexible and achievable
- Support affordable housing
- Ensure oversight and accountability
- Respect neighbourhood character
- Prioritize health and safety for homeowners and tenants
